Can I use Lap Delta Pro on non-Garmin devices?

Not at this time – Lap Delta Pro is based on ConnectIQ which is specific to Garmin devices.

How does this compare to using Garmin’s Virtual Partner feature?

Virtual Partner uses a constant pre-programmed speed over the entire activity. This does not represent real-world courses that have hills, descents, technical sections and varying conditions that cause speed to vary dramatically. For lap-paced activities, Lap Delta Pro gives an accurate, second-by-second comparison to your earlier lap on the same course.
